Thank you
for visiting our web page. While this site is still evolving, we
strive to keep up with the ever changing technological advancements in
modern day policing.
I am a
native of this area, having been raised in neighboring South Bend where I
also attended school, graduating from South Bend High School in 1988.
Following high school I enlisted in the US Army and attended basic training
and advanced individual training at the Infantry School at Ft. Benning, GA.
I also attended the US Army Airborne Course at Ft. Benning, GA.
Following training I was assigned as a paratrooper to the 2nd
Battalion, 325th Airborne Infantry Regiment, 82nd
Airborne Division at Ft. Bragg, NC. I served for 4 years with
deployments to Honduras, Panama, and the Middle East.
I began my
law enforcement career in 1992 as a reserve police officer for the city of
South Bend. I have served in the capacity of Patrol Officer, K-9
Handler, Firearms Instructor, Sergeant, and as of October 2010, I have been
the Chief of Police. I love my community, and I have a wonderful group
of employees, that I consider to be an extension of my family.
The Raymond
Police Department is the only law enforcement agency in Pacific County that
offers continuous law enforcement coverage 24/7 365 days a year.
The
dedicated men and women that make up our department all understand the
concept of big city policing with small town service. We understand
that community members and visitors alike, want a rapid, professional
response in their moment of need, whether it be emergent or a routine call
for a lost dog.
We strive
to maintain a relationship with all of our stakeholders and know that
without community support, our mission becomes much more difficult.
Please stay
involved with your police department, whether you live here, or are just
visiting. We are always open to suggestions and would welcome the
opportunity to discuss issues that are at the forefront of our desire to
remain connected to you, our neighbors.
Thank you, Chuck Spoor Chief of Police

• As team members, we will be responsible and accountable for adhering to the mission and values set forth by our
department.
• We will respond appropriately and in a timely manner to the needs of the public and our peers.
• Everyone is valued for their unique contributions to our organization and will be formally and informally recognized
for these
contributions.
• Our patrol officers constitute the most important component of this department; the police clerk is an extension of
the patrol officers. Our
administrative officers are considered support staff to the patrol officers and their mission.
• Our mistakes should never earn as much recognition as our accomplishments.
• I am a contributing member of our community- on and off the job.
• The Raymond Police Department values the career development
for all employees. We will provide training,
leadership and equipment consistent
with the career path of each employee.
• You can never give nor receive too much praise for a job well done.
• If it’s “not OUR job”, whose job is it.
• Citizens ARE our customers.
• Each person I contact is my next door neighbor.
• Everyone is responsible for open and honest communication, not only as an individual, but also as a team.
• Community service and sincere problem solving is held in as high esteem as apprehending those who break our laws.
• It is our desire to blend ‘small town service’ with ‘big city professionalism’.
• Officer safety is NOT negotiable.
• Everyone is responsible for the direction of this department…success or failure depends on each of us.
• Communication, professionalism and accountability are the benchmarks of our department.

TEAMWORK
WE, THE EMPLOYEES OF THE RAYMOND POLICE DEPARTMENT,
REGARDLESS OF OUR RANK OR POSITION IN THE DEPARTMENT, WILL HOLD OURSELVES TO
THESE TEAMWORK STANDARDS.
* If I have a problem with another person’s actions or behavior, I will confront with an honest goal to resolve the issue as soon as possible. If I choose not to confront, I will let it go and not gossip, rumor or complain.
* I recognize that it can be difficult to confront peers or supervisors. I may ask any member of the department to assist in planning or completing the confrontation process. If asked to help, I will work toward a positive resolution.
* I will treat everyone with equal respect, will consistently deal with others fairly, will not make myself look good at the expense of others and will not devalue others by making racial, sexual or discriminatory remarks.
* I will make the effort to emphasize things we do right and invest my energy to enact change through appropriate channels in a positive way.
* I will recognize and appreciate the positive contributions of others and communicate it to the person and their supervisor.
* I will adhere to all rules of conduct, policies and procedures and fully perform the duties of my position. I will approach work ready and willing to do my share and will be considerate of another person’s workload by offering to help when possible and will not disrupt other peoples work space.
* I will maintain confidentiality professionally and personally. I will stay out of other people’s issues or problems unless I am asked.
* When making a decision, I will seek input from those affected by my decision and will give input its due importance. I will keep appropriate people informed, explain truthfully why a decision is being made and will be consistent in what is said.
* If I have a problem with change, I will not complain but will go to the person(s) and express my concern/disagreement or ask questions and offer constructive non-judgmental solutions. If the disagreement is not resolved, I will pursue change through the appropriate channels but will also commit to supporting and upholding it until resolution is reached.
* I understand that in the world of law enforcement professionals, when one falls, we all fall. To this end I will strive to fully support my co-workers, and employer to achieve a true sense of family unity.
